Ministry of Defense: Recognition Applications and the Rehabilitation Process

Two Separate Stages

The Ministry of Defense Rehabilitation Department reviews applications to recognize an injury or illness that occurred during and because of service. At the first stage, it examines the circumstances and the claimed service connection under the rules applicable to the program. Only after recognition is the disability rating referred to a medical committee.

The medical committee evaluates only the medical and functional effects of the recognized condition. Available treatment, payments, and rehabilitation benefits depend on the type of condition, the disability rating, and the rules of the applicable program.

Who May Apply?

The program may apply to soldiers, members of the security forces, and other populations covered by the Rehabilitation Department framework. For career-service personnel, the type, date, and circumstances of the event may instead place the case in National Insurance's work-injury system.

Applicants cannot freely choose between the two agencies. Before filing, it is important to identify the authorized system based on the details of the service and the event.

What Is Reviewed in a Recognition Application?

• An accurate factual description of the event or service conditions.
• Contemporaneous documentation, such as an injury report, medical record, or commander's confirmation, when available.
• Continuity of medical documentation from the event through the present condition.
• The claimed connection between the condition and service under the governing rules.

How the process works

   Determine whether the Rehabilitation Department is the authorized agency based on the type of service and the date and circumstances of the event.

   Build a chronology of the event, treatment, and functional impact.

   Submit a digital application with the event details and medical file.

4. 04

   Track the application through the personal account and provide information or records requested by the Rehabilitation Department.

5. 05

   If recognition is granted, proceed to the medical committee and implementation of the benefits awarded.

Documents you may need

• Israeli identity card and service details.
• An injury report or description of the event and commanders' confirmations, when available.
• Emergency-room, hospitalization, testing, and imaging records.
• Continuous medical documentation from the date of the event to the present.
• Records describing the functional effect of the condition.
• Bank-account details and any additional documents required by the digital form.

Common mistakes to avoid

• Choosing the wrong system: the Ministry of Defense or National Insurance's work-injury system.
• Lack of contemporaneous documentation or significant gaps in the treatment record.
• Submitting a large volume of unrelated material without organization or chronology.
• Assuming that an injury occurring during service necessarily proves a service connection.
• Missing a deadline stated in a decision notice. Review every decision immediately upon receipt.
