Electricity-Bill Discount for Eligible Consumers

What Does the Discount Cover?

The eligible consumer receives a 50% discount on the first 400 kWh used each month. The remaining consumption and other bill components do not necessarily receive the same discount, so the final amount is not half of the entire bill.

The account must be on a residential tariff and in the eligible person's name. If several accounts are registered in that person's name, the consumer must arrange with the supplier which account will receive the discount.

Which Groups May Qualify, Among Others?

• Attendance Allowance recipients, at all benefit levels under the current official information.
• Recipients of a Level 5 or Level 6 Long-Term Care Benefit, and Level 4 recipients age 90 or older, including when the benefit is reduced because of income.
• Parents of a child with a disability when eligibility is based on dependence on another person's assistance or special medical treatment. Not every Disabled Child Allowance recipient qualifies.
• Certain groups of victims of hostile actions and disabled IDF veterans.

How Is the Benefit Applied?

National Insurance or the Rehabilitation Department sends lists of eligible consumers to the Israel Electric Corporation and Noga. The discount should also be applied automatically by private electricity suppliers, which receive the credit through Noga.

The supplier applies the benefit but cannot expand the eligible groups. If the discount is missing, first verify the account holder's name, tariff type, contract number, and supplier details.

   Track the correction and arrange the details again after moving or changing suppliers.

Common mistakes to avoid

• An account registered to the landlord or a family member who is not the eligible person.
• An account on a nonresidential tariff.
• Assuming that General Disability alone establishes eligibility for the benefit.
• Changing suppliers without verifying that the eligible person's details were transferred and recorded.
• Expecting a 50% discount on every bill component and all consumption.
