Housing Assistance: Public Housing, Accessible Units, and Unit Replacement

What Does This Program Cover?

"Housing assistance" is a broad term. This article focuses on renting a public-housing unit, accessible public housing, and replacement of an existing public-housing unit. Rental assistance in the private market is addressed in a separate article.

Public-housing eligibility is determined under Ministry of Construction and Housing procedures and, depending on the program, includes the definition of no housing ownership, income, and household composition. Disability-related routes also consider medical and functional circumstances. The Ministry may verify information against databases and conduct additional checks.

Accessible Public Housing

Under the designated public-housing route for a wheelchair-dependent person, the currently published threshold requirements include meeting the program’s definition of having no home ownership, combined household income that does not exceed the national average wage, and confirmation from the district health office of 100% permanent disability and permanent wheelchair dependence. A general medical document is insufficient.

After approval, the applicant receives a certificate of eligibility and joins the waiting list for the applicable program and locality. Approval does not create a new unit or bypass the order of the waiting list.

When Is Replacement of a Public-Housing Unit Considered?

Replacement may be considered when the existing unit is inaccessible and cannot be modified, when a disability requires a lower floor, because of overcrowding that meets current Ministry criteria—including the person-to-room ratio and applicable seniority requirements—or because of a medical need for a separate room. Even after approval, a move depends on the availability of a suitable replacement unit.

The validity period of the certificate of eligibility and the rules for responding to unit offers may be updated. Review the certificate and current service page rather than relying on a period stated in the past.

How the process works
