Several Separate Programs, Not One Benefit

The term "housing assistance" covers several programs: help with rent in the private market, rental of a public-housing unit, accessible public housing or replacement of an existing unit, and assistance with modifying a home for a person with limited mobility. Identifying the correct program is the first step because the eligibility rules and required documents differ.

Even when an application is based on a medical or functional condition, that is not the only factor reviewed. Depending on the program, the Ministry may also review whether the applicant meets the definition of a person without housing ownership, income, household composition, rights in real property, and benefits received.

Who May Qualify?

• Individuals or families who meet the applicable definition of having no housing ownership and satisfy the program's other requirements.
• Recipients of specified benefits or households that meet the applicable income test.
• People with a permanent mobility disability who need modifications to their living environment.
• Under narrower programs, full-time wheelchair users who require accessible housing.

Important Requirements and Decisions

Rental assistance requires a valid certificate of eligibility and a lease that complies with Ministry rules. Home modifications are reviewed by a joint committee of the Ministry of Construction and Housing and the Ministry of Health. Public-housing eligibility is reviewed under national procedures, but actual placement also depends on unit availability.

A housing-assistance registration company may accept documents and process an application, but it does not decide eligibility. After review, the applicant receives either a certificate of eligibility or a reasoned notice, depending on the program.
