Municipal Property Tax (Arnona) Discounts for People with Disabilities and Benefit Recipients

Which groups may qualify, why discount rates vary by municipality, and what to check before applying.

Who May Qualify?

Potentially eligible groups include recipients of a General Disability Pension with a degree of incapacity of at least 75%, people with a medical disability rating of at least 90%, Long-Term Care Benefit recipients, people with a work-injury disability rating of at least 90%, and additional populations.

The discount rate, the portion of the home to which it applies, required documents, and filing date are not the same for every group. Even when an applicant meets more than one basis for a discount, the local authority may award only the highest applicable discount.

Why Does the Place of Residence Matter?

National regulations define the eligibility categories and maximum discount rates, while each local authority administers the program under its annual municipal property-tax order and determines which permitted rates it applies and how applications must be filed. Review the order and form of the local authority in which the property is located.

Retroactive application, area limits, and filing deadlines are also administered under the applicable local rules. An example from one municipality is not evidence of the rate another municipality will grant.

Households with More Than One Eligible Family Member

An amendment finally approved in November 2025 allows a local council, when the conditions are met, to calculate a discount for multiple family members who receive a disability-related benefit and live in the home, up to a combined ceiling of 90%. Implementation depends on the local authority's order and administrative procedure.

    Confirm that the applicant is registered as the holder of the property-tax account and that the residential address is current.

    Collect benefit confirmations, medical-disability or incapacity determinations, and income records if required.

    Apply to the local authority's municipal property-tax department by the method and deadline it has established.

    Track the account update and determine whether renewal is required for each tax year.

  • The municipal property-tax bill and proof that the applicant is the registered holder.
  • A lease if the property is rented.
  • Benefit confirmation and confirmation of the medical-disability rating or degree of incapacity.
  • Income records when required by the applicable category or local authority.
  • Any additional documents listed in the local authority's form.

Common mistakes to avoid

  • Applying in the name of a person who is not registered as the holder of the property-tax account.
  • An outdated address or a mismatch between the address in the confirmation and the property.
  • Failing to apply annually or applying after the local deadline.
  • Overlooking an area limit administered by the local authority.
  • Attempting to stack discounts without checking the rules on concurrent discounts and the highest applicable discount.
